Gameplay
Every round, the role of the UN Secretary General is passed on to the next player.
Each player can present a proposal to the Council. It marks the start of the negotiations phase.
Each proposal can affect the player itself. Players openly negotiate what points and bribes they need in order to vote for a certain proposal.
After negotiations, the Secretary General bangs his wooden gavel. Players have to vote “yes” or “no” to the proposal. If someone votes “no” the proposal is dismissed.
After each player has served as a Secretary General at least once ( or more when number of players is low), players are scored based on bribe money in cash, points scored from proposal cards, and fulfillment of the secret agenda card players received at the beginning of the game.
Each player has only one vote in every voting round.
